Every PACS node (server or client) is identified by 3 parameters: IP addres, listening port and AE title.

AE Title or AET is an abbreviation for Application Entity Title. An AE Title is used by an Application Entity (AE) to identify itself.
AE Titles need to be locally unique and are typically managed by a system administrator. They are case-sensitive and 16 bytes long. They are to be configured prior to initializing a DICOM connection.

Every PACS node has to have different AE title.
In RadiAnt you have to add a PACS location with your server's IP, listening port and AE title.
In your PACS server configuration you have to add an entry with your RadiAnt's IP, listening port and AE title.

If this is all configured properly, and there is no obstacle on the network (firewall, NAT, VPN), then it will work for sure.

So if im adding a new node I have to configure it in the server 1st then add the PACS location in the software? Im just taking over from the previous IT and have never used RadiANT.. how can I install a new PACS server?

This is correct. For the PACS connection to work, both PACS server and RadiAnt client have to be configured properly so that they know each other's IP address, listening port and AE title.

Please refer to your PACS server vendor support. There are many different PACS servers, both free and commercial. The installation and configuration process varies greatly among them.
