Hello.
I use Orthanc PACS sever with Radiant (now v. 4.6.5.18450) it works good, shows patient names in list like =surname name patronymic= in Cyrillic symbols (Russian language), but i can't use filter by patient's name (surname). It shows nothing :(((

Please try changing the character set to Cyrillic for your PACS server: https://www.radiantviewer.com/dicom-viewer-manual/pacs-configuration.htm
Or you can try Unicode UTF-8 if your server supports it.

PACS server works in Utf8.
I've changed in Radiant PACS configuration -> Search settings -> Character set to Unicode UTF-8 and marked "Replace spaces with carets", now it works fine! Thank you very much!
P.S. Before I didn't know that i can use right mouse button for addiditional settings :)
