cross-reference sliding jumping

Problem is with dicom secondary capture during cross-reference. There is some odd behavior where the scrolling features skips some slices on the one window. It actually had different behavior at first where it skipped multiple slices, but then I used the scroll bar to go through each slice and it resulted in the behavior.
What could be a reason for such behavior?
