is there a way to install radiant on chromebook? if not why don't you design native software for os other than windows ?

RadiAnt with Wine would only work on Chromebooks with Intel CPUs. It won't work on ARM CPUs.

We don't have immediate plans to develop RadiAnt for platforms other than Windows.

If you have an Intel Chromebook, you can try installing using Wine.
However, we cannot support such installations. There is only a video tutorial how to use RadiAnt with Wine on Linux: https://www.radiantviewer.com/c/how-to-install-radiant-dicom-viewer-on-linux/
